An Arizona policy paid less for captured outlaws.

Stagecoach robbers became such a menace on Arizona’s Black Canyon Road (today’s Interstate 17) that in 1879, Acting Governor John J. Gosper issued a proclamation stating that the territory would pay $500 to anyone “who shall kill, by means of firearms, or otherwise, a highway robber while in the attempt or robbing the mail or express, or search of the passengers.” The proclamation went on to offer only $300 for the capture and conviction of the same.
