At the turn of the 20th century, cattlemen’s associations voiced opposition to steer roping because of injuries to expensive cattle. Texas, New Mexico and Arizona outlawed the popular sport. In 1907, the arena Cowboy Park was established in Ciudad Juarez, Mexico, just beyond the Rio Grande from El Paso, Texas.
